Washington Post December 31, 2002 Pg. 1 15 Freighters Believed To Be Linked To Al Qaeda U.S. Fears Terrorists at Sea; Tracking Ships Is Difficult By John Mintz, Washington Post Staff Writer U.S. intelligence officials have identified approximately 15 cargo freighters around the world that they believe are controlled by al Qaeda or could be used by the terrorist network to ferry operatives, bombs, money or commodities over the high seas, government officials said. American spy agencies track some of the suspicious ships by satellites or surveillance planes and with the help of allied navies or informants in overseas ports. But they have occasionally lost track of the vessels, which are continuously given new fictitious names, repainted or re-registered using invented corporate owners, all while plying the oceans. As they scramble to keep tabs on the largely unregulated and secretive global maritime industry, U.S. officials have no end of worries about how nautical terrorists could attack U.S. or allied ports or vessels, officials said. They cite such scenarios as al Qaeda dispatching an explosives-packed speedboat to blow a hole in the hull of a luxury cruise ship sailing the Caribbean Sea or having terrorists posing as crewmen commandeer a freighter carrying dangerous chemicals and slam it into a harbor. Concerned about the vulnerabilities of American shipping since Sept. 11, 2001, U.S. officials have started paying more attention than ever to what cargo is loaded onto ships entering U.S. waters, and to who serves on crews, as well as to stowaways and individuals who appear to be surveying U.S. ports. In addition, U.S. intelligence agencies have set up large databases to track cargo, ships and seamen in a search for "anomalies" that could indicate terrorists on approaching ships, said Frances Fragos-Townsend, chief of Coast Guard intelligence. "If all you do is wait for ships to come to you, you're not doing your job," she said. "The idea is to push the borders out." Osama bin Laden, al Qaeda's leader, and his aides have owned ships for years, some of which transported such commodities as cement and sesame seeds. But one vessel delivered the explosives that al Qaeda operatives used to bomb two U.S. embassies in Africa in 1998, U.S. officials said. Since September 2001, the U.S.-maintained list of al Qaeda mystery ships has varied from a low of a dozen to a high of 50. Some are ships up to 400 feet long that do not need to refuel on extended journeys, and therefore are less likely to draw scrutiny. U.S. officials do not know precisely how each of these "ships of concern" is being used, except that some are generating profits for al Qaeda. Any of them could be used in an attack anywhere in the world, officials fear. As Western societies have "hardened" their facilities on land against terrorist attack, al Qaeda has escalated its attempts to launch assaults at sea because it believes waterborne targets are easier, terrorism experts said. Starting with the suicide bombing of the USS Cole off Yemen in 2000 by al Qaeda men in an inflatable dinghy, a strike that killed 17 sailors, U.S. officials have discerned a steady increase in nautical attacks, some of which were aborted by the planners or uncovered by authorities at the last moment. The latest attack came in October, when the hull of the French oil tanker Limburg was blasted by a speedboat off Yemen, causing a widespread oil spill. Cruise ships are another worry. The concern is not so much that al Qaeda would hijack hundreds or thousands of passengers while making political demands, as Palestinian terrorists did with airliners in the 1970s, and the Italian Achille Lauro cruise ship off Egypt in 1985. The most feared scenario is that terrorists in speedboats or a cargo vessel would pull up alongside a cruise ship and blow a hole in it. But cruise industry executives point out that their vessels can outpace most ships in the water, and that they are designed to be so secure and ride so high above the waves that a sea-level blast is unlikely to sink any cruise ship -- and in any case would explode far from passengers. Security at cruise ship terminals is as tight as it is at any airport, industry sources said. For decades, U.S. intelligence focused on foreign shipping only sporadically. Soviet vessels were the main target for years, and later U.S. officials traced ships concealing cocaine and Chinese missiles. But after Sept. 11, U.S. officials realized the danger of terrorists attacking from the sea, and rushed to gain expertise about the world's commercial shipping industry. Now Navy and Coast Guard intelligence have the unenviable job of sorting through the corporate papers of the world's 120,000 merchant ships, many of which hide their ownership under layers of corporate subterfuge -- a centuries-old practice in a trade that thrives on lax regulation and independence from governments. U.S. intelligence officers also must collate the names and mariner's license numbers of tens of thousands of seamen from around the world, a sizable percentage of whom carry fake documents and use pseudonyms because of criminal pasts. "This industry is a shadowy underworld," said a senior U.S. government official knowledgeable about the effort. "After 9/11, we suddenly learned how little we understood about commercial shipping. You can't swing a dead cat in the shipping business without hitting somebody with phony papers." But U.S. government officials said they have made up for lost time in the past 15 months. Working out of its headquarters in Suitland, Navy intelligence has struck data-sharing agreements with dozens of allied navies, and enlisted tipsters among port managers across the globe, as well as shipping agents, crew manning supervisors and seafarers unions. Within weeks after Sept. 11, the Coast Guard established new rules for medium- and large-size ships. Ninety-six hours before reaching a U.S. port, they now must provide data about their cargo, the names and passport numbers of the crew, the ship's corporate details and recent port calls. This information is fed into computers at a new intelligence facility in West Virginia, and merged with other data, such as satellite photos of ships or ports. Oddities in the data stoke officials' suspicions -- a fishing vessel reporting it caught fish not found in waters it has visited, for example, or a port visit that is unlikely given its cargo. Ships that cause concern may be boarded at sea, or police may be asked to tail a crewman when he disembarks. Sometimes the evidence is misleading. In September, Coast Guard officers spent a day searching a 700-container ship in New Jersey because it had taken on cargo at two ports deemed a concern -- in Pakistan and Iran -- and because officers' radiation-detectors buzzed when they boarded. But the radiation came from ceramic tiles, not a nuclear weapon. At times the Coast Guard has underreacted. In October, a 50-foot wooden freighter, undetected by the Coast Guard, ran aground near downtown Miami and its 220 undocumented Haitian passengers clambered ashore. Some U.S officials expressed concern that al Qaeda fighters could infiltrate the country via the same route. "If the Coast Guard can't stop 200 people on a freighter from coming into the port of Miami, how can they stop a terrorist with a dirty bomb?" asked Bruce Stubbs, a former Coast Guard captain and now a security consultant. Dozens of Navy and allied ships are scouring the Arabian Sea in search of al Qaeda ships and fighters, in one of the largest naval seahunts since World War II. Members have boarded and searched hundreds of ships, and issued hundreds more "challenges" by radio asking for information. In that part of the world, U.S. naval officers suspect they are as likely to find terrorists aboard a 300-foot freighter as they are aboard a dhow, the small sailing vessel common along the coasts of the Indian Ocean. U.S. officials believe traders sailing small craft have been bribed for months to help al Qaeda fighters escape from Pakistan to Yemen and other countries. U.S. efforts to track al Qaeda's activities at sea received a boost last month with the capture of Abd al-Rahim al-Nashiri, an alleged mastermind of al Qaeda's nautical strategy who officials say is now cooperating with U.S. interrogators. U.S. officials say they are on alert for signs that al Qaeda would use exotic craft to launch underwater attacks -- small submarines and "human torpedoes," underwater motor-propelled sleds that divers use. Sri Lanka's Tamil Tiger terrorist movement has been developing such equipment for years, said Tanner Campbell, vice president of private Marine Intelligence Group, which consults for shipping interests. Captured al Qaeda operative Omar al-Faruq has told interrogators that he planned scuba attacks on U.S. warships in Indonesia, Campbell said. Apparently as a result of his confessions, U.S. officials recently visited hundreds of scuba shops nationwide asking about suspicious visitors. The alarming scenario of al Qaeda operatives infiltrating freighter crews and seizing the cargo ships -- which range in size from 100 feet in length to more than 1,000 -- has led Navy and Coast Guard intelligence analysts to pore over the student lists of hundreds of seaman's academies worldwide. Diplomas from these schools are needed for work on most ships, and trade in fake certificates is brisk in many port cities. Another new preoccupation for U.S. intelligence is the thousands of merchant ships worldwide that are registered in "flag of convenience" nations, some of which ask for almost no information from shipping firms that "flag" their vessels with them. Belize allows companies to register vessels online, for example, and countries such as Comoros, and St. Vincent and the Grenadines -- and even landlocked Bolivia -- barely keep track of their ships, U.S. officials said. Flag-of-convenience vessels are notorious for catching fire and running aground, and their operators frequently abandon crews in foreign ports without pay. Scores of these ships have been found illegally running guns and drugs. Navy officials say al Qaeda has used one shipping fleet flagged in the Pacific island of Tonga to transport operatives around the Mediterranean Sea. The firm -- which is called Nova and is incorporated in Delaware and Romania -- has for years engaged in smuggling illegal immigrants, U.S. and Greek officials said. Its ships also frequently change names and countries of registry, officials said. Last February, eight Pakistani men jumped ship off one of its freighters, the Twillinger, at the Italian port of Trieste after a trip from Cairo. U.S. officials say they determined that the men -- who lied about being crewmen and carried false documents and large sums of money -- had been sent by al Qaeda. With the help of Romanian intelligence, U.S. officials began an investigation of the firm and a search for its vessels, according to accounts by the Romanian newspaper Ziua that European officials confirmed. In August, the captain of another of Nova's freighters, the recently renamed Sara, radioed to maritime authorities in Italy that 15 Pakistani men whom the ship's owner had forced him to take aboard in Casablanca, Morocco, were menacing his crew. Although the 15 claimed they were crewmen when questioned by U.S. and Italian naval officers, the captain said they knew nothing about seafaring. U.S. officials say they found tens of thousands of dollars, false documents, maps of Italian cities and evidence tying them to al Qaeda members in Europe, and concluded that they, too, were possibly on a terrorist mission. The 15 were charged in Italy with conspiracy to engage in terrorist acts. In October, European navies set up a dragnet for another Nova freighter, the oft-renamed Cristi, which Navy sailors eventually located and boarded in Greek waters. Nothing amiss was found on board, U.S. officials said. Greek merchant marine minister George Anomeritis told reporters then that besides the Cristi, NATO also has been looking for 24 other ships suspected of terrorist ties. "These companies and strange ships change flags," he said. "With all those peculiar names, they create much confusion." Staff writer Douglas Farah contributed to this report.

Some devotees like sankirtana as chaitanya preached. However, it is not a right weapon against the external asuras/demons, it is only good to keep the sankirtan doers free from kali or maya. The asuras cannot become sympatheic or friendly to sankirtan doers just because they do sankirtana. This kafir activity invokes hate and anger in them. Therefore krishna's (not chaitanyas) message is of priority at this time. (O arjuna,) yuddhAya krita nischaha.. To those who understand my point, i beg them to convince it to others also. remember, any society needs more kshatriyas than brahmanas (the spiritual guides). leaders alwasy are few and followers more (who lead themselves staying within the higher direction). Those who malprctice a dharma will suffer. The need is for efforts to get them (malpracticeners) straight with love. Why not the missionares do that? Then when a missionary comes to entice a villager, the villager shoudl tell this to the missionary: "Dear holy man, i am a hindu and happy being so. However, i have my guru at our temple. Now, if you could convert him to xianity, the i and my whole family will follow him/her and become xians. So, kindly go convert him first before wasting time in going around to any one else." Now if the missionary goes to this poojari/guru, we know what they will get. Alternatively, any missionalry is welcome here (i suppsoe) and try converting this humble self or some swamis and prabhusa here. If they fail, then they should not ever think of coneverting a Hindus. New York Times December 29, 2002 Pg. 4 Russia Links Arab Militants To Bombing In Chechnya By Michael Wines MOSCOW, Dec. 28 — Russia blamed Islamic terrorists, including Arabs, today for a pair of explosions that devastated a government center in Chechnya on Friday, as investigators tried to figure out how three suicide bombers drove unmolested through a thicket of checkpoints set up to shield the complex from just such attacks. Tonight, Chechnya's new prime minister, Mikhail Babich, said workers had recovered 52 bodies from the ruins of the government complex. The Russian Emergencies Ministry said, however, that that the true toll was closer to 57, because families of some of the victims were believed to have taken away remains. The suicide bombers, in a heavy truck and a car, blew up a four-story government center and an adjacent canteen that housed the top leaders and staff of the pro-Russian regional government there. Several officials were seriously wounded, but Chechnya's prime minister and the head of the civil administration were not in the building and were unharmed. A dragnet set up by Russian and Chechen police and military forces failed today to lead to any arrests. A Russian-language Web site often used to promote Islamic guerrilla activities in Chechnya, www.kavkazcenter.net, stated that an unnamed guerrilla commander had called to claim responsibility for the bombing. "The building of the occupying administration was blown up as a result of an attack by the Chechen shahids," or martyrs, the site said. A Russian counterterrorism official in the Caucasus region, which includes Chechnya, said the attack was the work of Islamic militants led by a prominent Chechen warlord, Shamil Basayev, and an Arab, Abu al-Walid. The counterterrorism official, Col. Ilya Shabalkin, said Russian investigators had learned shortly before the bombings that the two men had met in the Chechen village of Stariye Atagi, 15 milies south of Grozny, to plan a series of attacks on Grozny and other Chechen towns. On Thursday, Russian special operations troops in Stariye Atagi killed a different Arab militant, whom Colonel Shabalkin described as a coordinator of the planned attacks. "But we failed to prevent the terrorist act," he said. He described Mr. Walid as an official of the Muslim Brotherhood, an Islamic militant group frequently described as a financier of the Chechen separatist movement. Colonel Shabalkin described the group in an interview last week as a rival to the official commander of the Chechen militants, Aslan Maskhadov, a former president of Chechnya. Mr. Maskhadov, who is in hiding, has been accused by some Russian officials of plotting the bombings, but he renounced them in a message issued today. Russia has frequently charged that the Chechen separatist movement is controlled by foreign militants. There was no way to verify Colonel Shabalkin's accusation. As investigators began reconstructing the events that led to the disaster today, it became clear that the bombers and their accomplices had meticulously planned the attack. Officials said preliminary checks indicated that the heavy truck and a second jeeplike vehicle used to carry more than a ton of explosives into the government compound had military license plates. Their drivers, dressed in army camouflage, carried what appeared to be official passes. The two vehicles were said to have passed freely through three military checkpoints on a major highway in Grozny, then negotiated a military guardpost on the road to the government complex without problems. Only on the final turn toward the complex did guards at a last checkpoint try to inspect the vehicles. The drivers accelerated and broke through the checkpoint as guards fired on them, then they detonated their bombs in a courtyard directly in front of the main government building, investigators said.

Most of its factories sit idle, lacking energy and raw materials. Its few export dollars come from arms sales, mostly to rogue nations. But when North Korea sits down at the negotiating table, it usually walks away with a bounty worthy of a superpower. That reputation, analysts say, helps explain the Bush administration's reaction — communication, but no direct talks — after North Korea expelled international inspectors and restarted a nuclear program to make the fuel used in atomic bombs. "The words crazy, irrational, erratic and bizarre are too often used to describe North Korea's negotiating behavior," said Chuck Downs, author of "Over the Line: North Korea's Negotiating Strategy." In fact, Mr. Downs says, the North Korean strategy is "generally effective, cleverly devised, skillfully implemented." The United States believes North Korea has culled enough plutonium from a mothballed five-megawatt, Soviet-made research reactor to build two nuclear bombs. About 8,000 fuel rods, put in storage under the 1994 "Agreed Framework" deal that was to have halted North Korea's nuclear program, contain enough material for an additional five bombs. Secretary of State Colin L. Powell made clear over the weekend that the United States is not interested in buying North Korea's cooperation. "They want us to give them something for them to stop their bad behavior," Mr. Powell said. "What we can't do is enter into a negotiation right away where we are appeasing them." Opponents of the 1994 deal, which made communist North Korea the largest U.S. aid recipient in Asia, denounced it as an act of appeasement by the Clinton administration, which they accused of caving in to nuclear blackmail. The deal promised North Korea oil and two new reactors if it shut down its existing program — a package worth more than $5 billion. Those who expected that U.S. largesse would lead to a more cooperative North Korea were disappointed. Over the next few years, Pyongyang threw its energy into the production and export of ballistic missiles. Iran's Shahab missile, which can target U.S. forces in the Middle East, was based on technology purchased from the North Koreans. And North Korean expertise was behind Pakistan's successful Ghauri missile launch in April 1998. That launch was followed a month later by India's test of a nuclear bomb. Pakistan, in turn, detonated its own bomb, unleashing a nuclear-arms race on the subcontinent. This month, North Korea delivered Scud missiles to Yemen. Although the 1994 deal did not put restrictions on North Korea's missile program, it was hoped that it would at least curtail nuclear activity. But by 1998, spy-satellite photos showed ground being broken for what appeared to be a clandestine nuclear-weapons plant on a North Korean mountainside at Kumchang-ri. When the United States threatened to cut off foreign aid unless the complex at Kumchang-ri was inspected by outsiders, Pyongyang demanded money. "If the United States wants to inspect the site, it should make compensation," a North Korean official said, suggesting $300 million. After months of negotiations, Secretary of State Madeleine K. Albright announced in March 1999 that U.S. inspectors would be allowed at Kumchang-ri. "We did not agree to demands for compensation," she said. In fact, days before her announcement, Washington quietly arranged to have 500,000 tons of grain, valued at more than $200 million, delivered to North Korea through an intermediary. U.S. inspectors later found the Kumchang-ri complex, a cave dug into a mountain, empty. Critics denounced the food-for-access deal as yet another act of appeasement in response to a crisis manufactured by North Korea solely to extract concessions from Washington. "The Kumchang-ri deal validated extortionist techniques," says Nicholas Eberstadt, an analyst at the American Enterprise Institute and the author of "The End of North Korea." Robert Gallucci, who negotiated the 1994 agreement for the Clinton administration, maintains that it was a good deal, one that kept the North Korean nuclear program in check. He cautions against ruling out direct talks with Pyongyang. "An ideological disdain for negotiating with our adversaries seldom serves our interests, and in this case could be highly dangerous," Mr. Gallucci, now with Georgetown University's School of Foreign Service, said in a recent column. Mr. Downs — who has studied Pyongyang's negotiating strategy — describes a pattern in which North Korea appears willing to moderate its policies, uses talks to demand concessions and aid, then halts negotiations when it has gained maximum advantage.

Yesterday’s murder of three American doctors in Yemen was the latest in a series of attacks by organisations opposed to America’s presence in the Islamic world. In the past Muslim radicals tended to focus on US diplomatic missions and military bases. But security improvements over the past decade have made them harder to hit and attacks are now more frequently aimed at softer targets such as aid workers or journalists. Christian missionaries, despite being usually involved in humanitarian work, have been particularly vulnerable. Last month Bonnie Penner, an American missionary nurse working with Palestinian refugees in the Lebanese port city of Sidon, was shot and killed by a gunman as she arrived for work. In June Martin Burnham, a missionary working in the Philippines, was killed during a rescue attempt launched by the military against the Abu Sayyaf group, which had abducted him. In October Larry Foley, the head of the US Agency for International Development (USAID) in Jordan, was killed by gunmen outside his home in Amman. In January this year Daniel Pearl, a journalist for The Wall Street Journal, was kidnapped and killed by Islamic militants in Pakistan. The US State Department has stepped up its warnings to American citizens about the dangers of living and working in countries with active militant groups. Some non-essential staff and dependants have gone home, but tens of thousands of Americans continue to work in the region and will remain possible targets for future attacks.

  23. Here is how i think it is: Christians' motive per Bible is to convert the whole world into Christianity. They know only one way, and to them all other ways are devil's works. Hinduism is a big challenge for any one. So, his ideology makes him very intolerant towards any non christian. Almost every church in US has a map of India to show how their money is working to convert the Hindus. Every year the Pope wants to harvest thousands of Hindu souls by converting them. The Hindus are very tolerant. They never have invaded another country, nor they will. They have no interest to convert any one. Not knowing Islam's and Christianity's aggressive nature, they allowed them to live in Bharat. This gave and still gives a great oppertunity/ free pass for these two idologies to live in Bharat and kill Hinduism in any possible way they can. Christiasn have wiped out Incas and other cultures totally. Islamists did many Hindu genocide for 1000 years ans still could not kill HInduism. There is some lesson for them and the world to lern here. While the Islamists are brute and violent in their methods, the Christians now use politics and a lot of money to convert the Hindus. The Hindus they pick are usually poor and do not know well the importance of Hinduism. The conversion causes social disturbance in India. Not only that, conversion is an invasion of a foreign culture in the land of the Hindus, and it is very aggresive invasion tha is killing HInduism. For last 1200 years the Hindus have suffered this badly. They do not want to suffer it any more. They know the value of Hinduism and they want to keep Bharat for Hindus and not for any aggresive religion or ideology that cannot respect Hinduism in Bharat. This sudden change/awakening in Hindu mood has given birth to Hindu nationalism or Hindutva movement. Gandhi's acts gave the very wrong message to the world that the Hindus are non violent no matter what you do to them. Now the world will see real Hinduism where voilence has its proper place. Despite this reactionary violent behavior of the Hindus, they have no interest to bother any one out side their own country. But they will not tolerate any nonsense from the roughs like Paksitan at the borders. Technically, Hindus consider HK's as Hindus. (Hindus are not racists.) But if HK's do not appreciate and understand them (which they do not, so far, due to some things Prahupada said,) some Hinus may turn agaisnt HK's also, but not like the way they turn against Islamists and Christian Missionaries. Krishna is Hindu god, so Krishna devotees are respected no matter what some mis-understanding they may have. Also, some Hindus fail to understnad that the Hindus can unite very well by following Krishna (Gita), in a way HK's do. The unity they need very much. Hope it helps. Jai Sri Krishna!

London Times December 20, 2002 Pakistani Scientist 'Offered Saddam Nuclear Designs' By James Bone A Pakistani scientist approached Iraq soon after the 1990 invasion of Kuwait to offer nuclear weapon designs and help in procuring bomb components, according to a document found by United Nations weapons inspectors. The revelation, which provoked an inconclusive inquiry by inspectors, has raised new concerns about Pakistan’s role in the proliferation of nuclear technology. It follows allegations that Pakistan helped North Korea to develop a nuclear bomb and that Pakistani nuclear scientists met Osama bin Laden and the Taleban leader, Mullah Muhammad Omar, in Afghanistan. The offer by the Pakistani scientist, found in Iraqi archives, was made in October 1990 as a US-led coalition prepared to repel the August invasion of Kuwait. Iraq had already embarked on a crash programme to develop a nuclear bomb, but told the UN it had not pursued the scientist’s offer — a claim UN investigators are inclined to believe. The document revealing the contact between the scientist and Iraq is referred to twice in the Iraqi declaration of its nuclear capability, which The Times has obtained. The file first came to the attention of UN weapons inspectors after the 1995 defection of President Saddam Hussein’s son-in-law, General Hussein Kamel, who was in charge of Iraq’s secret weapons programmes. After he defected to Jordan, Iraqi officials led UN inspectors to a cache of 1.5 million pages of documents hidden in packing crates at General Kamel’s chicken farm in Iraq, the Haider House Farm, in an apparent effort to get rid of incriminating evidence that they assumed he would provide to Western intelligence. Among them was a file of correspondence between Iraq’s Mukhabarat secret service and Department 3000 of the Iraqi Atomic Energy Commission (IAEC), a secret Iraqi nuclear programme that was codenamed Petro-Chemical 3. "Included was a few pages relating to an approach made by a foreign national who offered assistance, for financial reward, in nuclear weapon design and in the procurement of material that may be required," Iraq’s declaration says. "The Iraqi team pointed out to the International Atomic Energy Agency Action Team (IAEA AT) that no external assistance was received by the former Iraqi nuclear programme, other than that already declared to the (team) and is documented." A source familiar with the case said that the document identified the scientist as a Pakistani. The handwritten paper seems to be a record of a meeting between him and an Iraqi contact. "He made the unsolicited offer to a contact of the Mukhabarat procurement network and there was a communication between the Mukhabarat and Department 3000, where IAEC procurement was handled," the source said. The document triggered an investigation by UN nuclear inspectors, who approached Pakistan. Islamabad told them it could not identify the scientist, but some UN Security Council diplomats suspect that Pakistan does know who it is. Inspectors thought that the matter was important enough to brief the five permanent members of the Security Council — Britain, China, France, Russia and the United States — on their 1997 inquiry. Evidence of contact between a Pakistani scientist and Iraq will only fuel fears that Pakistan is willing to share its technology with so-called "rogue nations". The US suspects Pakistan of having supplied North Korea with gas centrifuge technology to make weapons-grade uranium for its nuclear bomb in 1997/98.

"Following the removal of the police guard, Maulana Masood Azhar left for an unknown place after midnight," police official Sikandar Hayat said . Azhar, head of Jaish-i-Muhammad, and other leaders of Pakistan's often violent Islamic groups were ordered jailed after a Dec. 13, 2001, attack by Islamic militants on the Indian Parliament in New Delhi in which 14 people died. India and the United States then pressured Pakistan to rein in the militants, who are fighting Indian control of the disputed Kashmir region. Pakistan banned many of the groups but most quickly reemerged under other names. In recent weeks, courts in Pakistan have ordered the release of several jailed militant leaders. --Associated Press
