The writer says that the army is not allowed to arrest women in iraq. consequently, he says, women do not cooperate - do not share info the army needs to win.

 

here is a suggestion how to overcome this difficulty.

 

have a small army of women with burquas or similar dress that is not offensive to locals,

and have these women soldiers arrest women and interogate.

 

they will find that sometimes even males wear burqas to save themselves from being caught.

The other problem is that some islamists wear head cover like spiderman do demonstrations in public. the authorities do not know who they are.

 

the solution to this problem is:

 

declare a law that says: wearing headcover (concealing the indentity) in public is illegal. any one who is found to wear headcover, should then be arrested immediately and photographed after removing his/her headcover.

 

if a woman is doing pro-terrorits demo in public, then a woman authority should arrest her and photograph her face.
