Although Krishna says whenever thier is a decline in religious practices He comes. The real meaning is He comes just as He says in Sastra. Although He is not required. So when Krishna was saying this, He is explaining that He came because of irrligion. Many people take it as Krishna will come again and again, but God knows past/present/future.
