TO get Ashtra and Shastra shiksha requires lot of penance, which modern day humans cannot get used to. Before giving away the astras, the gods test the disciples and only then let them know how to use it. Mahabharata describes how Arjuna was tested by Lord Shiva before he gave him the powers to use the PashuPathastra. Hanuman was immune to all the astras. If modern day materialistic humans possess those powers, we will not have the human race at all. "Power tends to Corrupt-Absolute power tends to corrupt absolutely".
