to make the text glow....

just take out all of the spaces before and after the and it will glow. you can change the color, strength, size to your liking....and for the text that moves i used marquee....which is

 

< marquee DIRECTION = "right" > PUT TEXT HERE < /marquee >

^^again, remove the spaces and you can change the direction up down left right....
