Who is Akshar according to Swaminarayan Scriptures?

I have heard from various people that either Gunatitianand Swami or Gopalanand Swami is held as Akshar? What evidence do you have? This is usually a bigger philosophical debate between BAPS and Original Sampraday. Please list your scripture name and section it can be found in. I do not want any word of mouth traditions and nothing that came after his time.
