As I understand it, the massive quantities of cattle roaming around are the major cause of the polluted waters. Not only that, in a very poor country it seems to me that it would be all around better if the dairy industry was phased out since that is a major welfare expense with the subsidies paid to the dairy farmers. Remove the cattle, remove the pollution, put the land into more productive ag. And, with a surplus of flies such as India has, the critters are also notorious for suddenly sticking their heads and tails in the air, bellowing and taking off for parts unknown! As to plowing with them. I have also seen the sores and hoof rot from those rice fields. Not a pretty picture. And what you aren't mentioning is the increasing leather industry in India. More of the bull calves go for that than end up plowing. Also, you can only keep so many animals and you reach critical mass. India has reached that point. Also there are those who eat beef, what they do is a different story and yes the Leather Industry for sure is a sad state of affairs. India is a huge economy in Progress. Due to outsourcing India has gained several Industries. Lots of companies and lots of developments. The founder of Reliance Industries for eg., Dhirubhai Ambhani was rated as one of the Top Rich people in Forbes. The Hindujas from UK own Ashok Leyland which is very huge. By the way, you might have seen treatment of Cattle in the US, not in India specially a few decades ago. Any sites in regards to dairy farmers being on welfare in India would be appreciated. This to me sounds like people of one mind with the earth and nature around them guiding the cows. I truly believe this is possible and would think it would be quite enlightening.
