Funding for them is not in the state budget. Failure to fully fund the holding periods may well result in many shelters’ rolling back the clock to the time that California's holding period for animals was 72 hours from the time of impound. Only one state will have a shorter holding period than California. I am forwarding an alert from The League of Humane Voters because I agree that defunding of the Hayden holding periods in California will be used as a death sentence for homeless animals. That is why I am joining them in asking that all California dog and cat lovers and rescue groups make their voices heard on this very important issue. The Governor (and Legislature) attempted to fully defund the holding periods in the pas t but relented only after hearing from pet lovers around the state. He backed off once and I believe he will do so again. According to the League of Humane Voters: Two legislators seem to be the key to changes in the budget. It maybe more effective to call their offices and ask that the state budget contain some monies for California Animal Shelters attempting to comply with the Hayden holding periods. It increases both their reunions with former family and their adoption from shelters. I understand the financial sacrifices must be made for the state to function responsibly, but to eliminate all funding is a political not a fiscal act.
