As I understand it, the idea is to recoup the costs the city incurs in the disposal of check-out bags and to encourage people to bring their own re-useable bags instead. Reducing the disposal of plastic bags could save over 100,000 marine animals which die every year from plastic entanglement or ingestion of plastic bags.
