Nor references made.Dear All,Pl. bear with me and read this somehow During my school days (passed High School in 1959) Zila Schools were only Sarkari Schools, Patna Collegiate School being an exceptional addition in Patna. Then there were Missionary Schools, Minority Schools and veru few like Ramakrishna Mission or DAVs. Almost 95 % or more were run and managed by Local committees. The only thing official about it was that it was headed by SDO, an IAS of the area. The deficit in salary were comensated by the Govt. for such recognised schools. Only in mid-seventies Bihar Schools were taken over by Govt. My own education upto Class 3 was in a Basic School (Buniyadi Talim of Gandhi ji & Dr. Zakir Hussain.). As a part of the system we were doing farming-incl rice, wheat, pulse, flower, vegetable growing and converting cotton into threads and weaving clothes and all handicraft work required for Farms. We had a weaver Machine in our school. Thereafter I shifted to Rural area Middle and High School. We did quite well and 6 of my friends landed in Patna Science College - a prestigious College of the time. Likes of me did much better in Academics than English medium schools except in Eng. speaking, eng. dressing and  cricket. My understanding of fall in quality of Govt. schools was due to the overall attitude of Govt Officers becoming sticklers to the rules and followers of " no change " policy. When we were looking to West esp to US and USSR for their guidance in all spheres of life and started opening IITs we forgot these schools. I am sure it was intentional. That is why you will find your 60 year old school mostly as you left, with no addition/ maintenance, appropriate alterations to buildings or new equipment to Sc. labs. Inclusion or use of  Teaching aids is still unheard of. Computers were bought for town schools ten years ago and the boxes were not even opened for many years. Software & Hardware became too old for their learning or use. Notwithstanding the birth of Central Schools and Navodaya Schools under the patronage of Central Govt who maintained a bit of modern outlook because of the very time of their coming into existance State Govts failed completely on this front. Once the elites in the Govt made sure that the Govt schools or aided schools were declared a failure not marching with the requirements of times they got into Education business through their relatives, friends or themselves in some manner (Most of the retired IAS or Civil servants are heading NGOs these days). They kept their hand on the pulse of the Govt and the public and took to becoming Education Mafia. There were elites with sufficient money to back them up. No body should deny that old fashioned schools failed to meet the demand of today's times. They needed modernisation and upgradation all through from time to time which was intentionally denied. If Alumni of IITs had not come forward to see their alma mater upgraded to the level required Dr. Murli Manohar Joshi and Sri Arjun Singh would have made them meet the fate of the State run Sarkari schools. Yet they have damaged them sufficiently and various competitors of IITs and IIMs have taken shape. I have a point to make here on the wrong nomenclature. Most of the so called donation taking Pvt schools are really public funded through Public Sector Undertakings. PSUs give them land, buses, power, residential houses, construct buildings at PSU cost etc.... and the donation and fees are collected by the so called Pvt Schools. I am less than 100 metres away from DPS Ranchi. Every thing described above is based on direct experience. Not only this but in the bargain SAIL also paid crores of Rs. to DPS (Delhi Schools to give admission to SAIL employees children posted in Delhi. All Ranchi PSUs like SAIL, Mecon, CCL, CMPDI, HEC have similar stances. All this is from personal on the job experience. Only thing that in technical terms of jurisprudence they are out of Govt or PSU control. This is the result of one sided agreement in favour of Pvt Schools. I hope this clarifies some parts of our confusion.vns 2009/8/20 Guru गà¥à¤°à¥ <guru Dear Rama I have 'one simple' explanation for this, the govt edu system has seen a massive expansion over last 25 years with dpep, ssa etc. While the number of schools has increased (since access was the immediate goal), corresponding investments required to support this expansion have been grossly insufficient. Any process of massive and 'quick' expansion is always vulnerable to dilution of 'quality'. We still have same number of diets, same number of faculty per diet and we expect them to be able to work with much larger no of teachers and schools. We appoint brps and crps with absolutely no induction effort at all and expect them to provide academic support while burdening them with routine administrative actions. The first step is really to massively increase public investment in govt schools and cover these 'support areas' - JBG Tilak has written so many articles about the gross underinvestment. even the notional 6% (which is itself insuff given we have a lot of catching up to do) has not been reached in our budgets. regards Guru Dr Walter Fernandes wrote  Dear Rama  I did not study in a government school but in an ordinary private school in the local medium and I passed out of school in 1955. But I have worked with a large number of persons in Karnataka and Kerala who studied in government schools and I agree with what you say. Looking at the statistics of education I have a feeling that the situation remains quite good in Himachal Pradesh even today. Jean Dreze once showed me the comparative data of different states and I was impressed with what I saw about HP. Unfortunately as you say in most other states the heritage has been lost. Those who can afford, go to private schools. To some extent today private education has become big business and it is next to impossible to put pressure on them to think of the poor from their neighbourhood. I believe that we should continue to put that pressure but more importantly, see if we can find ways of reviving that heritage. I should like   to point out that during 1950s to about 1970 approximately, the   general situation in government schools and colleges was reasonably   good in every sense of the term. I went to an ordinary government   school in Himachal as did all my friends; we passed our   Matriculation in 1960 or so; we are all reasonably well placed in   life and in many ways I can say with confidence are responsible   citizens. We still remember our school, teachers and classmates with   great nostalgia. The school discourse was rich: healthy academic,   conceptual discussions; sharing notes; preparing collectively for   exams; sharing concerns about social issues with all seriousness and   of course a lot of fun...many of my friends, in fact most of them,   at school came from very poor backgrounds and in many cases found it   very difficult to pay the school fees...but they all made it...   That's why people like us who have seen those government schools so   deeply regret the loss of that heritage; that's why we have so many   problems with the RTE Bill as it is.
