However sodiac does not move relative to any point on earth (say New Delhi). Exaltation point is defined to measure the effect of sun (or other planet) on earth. Therefore position of sun relative to earth is always in the same line even when Zodiac moves. Due to the inclination(1 to 3 degrees) of the path of other planets (moving plane) to ecliptic(plane in which sun(realy earth) moves)  exaltation point of other planets will move to other Rashis. I have understood this way. But i am not 100% sure.
