Thanks & Regs Ajay Namaskar, Your brother's horoscope definitely speaks for itself! There are many weak placement of planets and "ill" aspects, epecially related to affairs of partners/wife/marriage. These are possibilities for your brother to do: 1) Wear emerald - must be very, very good. Clear, medium green, NOT OPAQUE, no blemishes (dark spots, etc.). 2) Recite Hanuman chalisa everyday with fasting on Saturdays. Saturn is likely causing delay in matters of marriage.
