First the Natal Chart has to be seen whether it shows physical movement in the adulthood age. Then the Prashna Chart has to be made to check the directions, and then the other factors which would decide the place would be the Quadruplicities, Triplicities, the akshar (First letters) the Nakshatra Lords suggest etc. This whole analysis has to be combined and the permutations and combinations, deducted logically, to give the desired indications. To search for such a astrologer would be a diffcult excersise initially, like seacrhing for a needle in a haystack. Such experts are living in obscurity, most of the times away from the crowds. Only a few precious souls would reach them. The second best option is to give the few places where one likes to visit. and then ask for advise from a good astrologer, so that it is easier for one to decide. The third best option is to leave to the fate wherever it may take one. This may not help You astrologically, but all I can offer at the moment. However (as an example), if I'm not mistaken, undeveloped countries are ruled by Saturn... and so forth. Each planet rules a certain direction and providing a planet is strong and there is a connection with 12th (immigration), 7th/10th (residence abroad), the native may take up residence in a country located in the direction indicated by the strongest planet...the place can be more finely tuned by determining whether it's a rich country, undeveloped country etc...
