The correct form is 'well-educated persons'.

Here the words well and educated together constitute a single compound adjective. If two or more words make a single compound adjective and are followed by the noun that the compound adjective modifies, then you should put hyphen between the words.

The compound adjective 'well-educated' modifies the noun 'persons' and the adjective is followed by the noun that it modifies, therefore there is hyphen between 'well' and 'educated'.

 

However consider the sentence:-

These persons are well educated.

There is no hyphen because the compound adjective is not followed by the noun it modifies. The noun being modified is 'persons' but it precedes and not follows the adjective, hence no hyphen.

 

Even when the compound adjective is followed by the noun it modifies, then also there is one case in which we do not put hyphen. The case is when out of the two words that form a compound adjective, the first one ends in the suffix 'ly'.

Example:-

They are happily married couple.

The word 'happily' ends in 'ly' and therefore there is no hyphen in the compound adjective 'happily married'.
