Shiva roopam in diety form is Saakara saguna(Satwa) bhavam for performing Layam of Universe - a specific purpose. So both are one & the same. Lingam is symbolic of Ekatwam-singlyONLY- different names & forms of shiva is anekam-many. From Parabrahma Ekatwa beeja tatwam , this universe with Anekam is created - sustained & destroyed or layam. realise meaning & tatwam underlying in stories. Adwaita sidhdhantam.
