As a south indian and following the practices of shiva worship since childhood, I would like to quote some more information about the method of bhasma application. Only after taking bath, we should apply bhasma. Bhasma should be applied as three horizontal lines to 5 or 8 or 16 or 32 body parts. In morning it should be applied as paste with water and in the evening it should be applied as powder. Thanks, Regards harisg

Yes, I have seen many women including my wife wear tilak on 12 parts of the body. Since this shows devotion towards lord, everybody who perform pooja should do this! Here no question of not wearing tilaka properly.
