How are the Kalas counted ?

I was wondering if someone could give me details of why our scriptures do't consider Shri Rama as Poorna-Avtar (He is possesing 12 Kalas or Virtues) but Shri Krishna is possesing all the 16 Kalas ? How are these Kalas counted ? Kindly share details

Vedas are the original scriptures originally spoken by the Lord Himself. This Gyaan kept on flowing in a chain Lord-> Brahman-> Surya deva .... in Audio form. Then these were compiled by Srila Vyasadeva in text format. But I am not sure about 300 BC.
