Dropping hair in the Srivari Hundi

In a previous thread, when asking about donating hair after tonsuring, I was told that this is not a form of worship.

 

But then, in this site:

is written the following:

 

"TTD sources said devotees tonsured their heads at Tirumala to fulfil their vows. Besides, thousands of women devotees dropped their hair in the Srivari Hundi as part of their pilgrimage."

 

Why then is the tonsured hair put inside the Srivari Hundi?
