Add spaghettini and cook until just tender, about 10 minutes. Drain spaghettini well in a colander. While spaghettini is cooking, in a small heavy saucepan bring soy sauce, vinegar, Scotch, oil, gingerroot, garlic paste, and sugar to a boil, stirring until sugar is dissolved. Add carrot and simmer until crisp-tender, about 3 minutes. Transfer carrot and sauce to a large bowl. Add pasta, scallion, and pepper to taste and toss to combine well. Serves 2 as a side dish. May be doubled.
