Stir in broth, tomatoes, chili powder, vinegar, cumin, pepper and bay leaf. Bring to a boil. Reduce heat, Cover and simmer for 15 minutes. Add rice and beans. Cover and simmer until rice is tender, about 10 minutes. Discard bay leaf.
