In a 10-inch nonstick skillet, combine water, vinegar and oil. Bring to boil over medium-high heat. Add onions and garlic. Stir to coat with vinegar mixture. Reduce heat to medium. Cook, stirring frequently, until onions are limp and golden and liquid has evaporated, about 8 minutes. Add extra tablespoons of vinegar as needed to prevent browning. Use as is or as a base for soups.
