Separate the rings, dip them in a bowl of milk, then in flour seasoned with salt and pepper. In a deep fryer, heat peanut oil to about 350F or until it sizzles a chunk of bread to gold in about 1 minute. Add the onions a handful at a time and fry until golden, about 3 minutes. Lift them out with a strainer, drain briefly on paper towels, then sprinkle with salt or ground red chile.
