In a bowl, combine the carrot, broccoli, cauliflower, and onions, then mix in the cheese, dressing, and chili powder. Spoon about 1/4 cup of the vegetable mixture toward one end of each tortilla. Top each with 1/4 cup lettuce. Wrap each tortilla around the vegetable mixture and serve.
