I do not use any artificial sweeteners so I don't know exactly what is and is not allowed in Europe. All I can tell you is that all sorts of sugar free products such as soft drinks (including Coke Light, Pepsi Light and Pepsi Max), chewing gum etc are available here so they must all have artificial sweeteners amongst the ingredients. I have also seen many varieties of sweeteners for coffee, tea etc but the only brand I can recall the name of is Candarel.
