Drain them and puree in a food processor or blender. Transfer to a bowl and add onions, cilantro, peppers and salt. Using your hands, mix and make little balls or flat patties. Deep fry until golden brown and drain on a paper towel lined plate. Serve with lemon wedges or garlic and vinegar sauce.
