In prepared container, combine cabbage, uncooked rice, broth, water, and tomato sauce. Stir in carrots in onions. Add undrained tomatoes, Splenda, dill weed, and black pepper. Mix well to combine. Cover and cook on low for 8 hours. Mix well before serving.
