Roast barley flour in a heavy frying pan, stirring constantly, until browned and fragrant. Cool briefly, then combine with baking powder and salt, mixing well. In a seeparate bowl, mix the next 4 ingredients, then stir in okara. Fold dry ingredients lightly into wet ingredients. Spoon batter to a depth of 3/4 " in a lightly-oiled muffin pan. Bake for about 35 minutes, or until well-browned. Invert on a rack, and cool thoroughly before serving. Put in a bowl with okara, egg subs, salt, onion, and flour. Mix well. Shape into 1/4 " thick patties. Fry in oil on both sides until golden brown. Serve hot, with applesauce.
