Heat 1/4 cup broth in a large saucepan. Add scallions and saute for 2 minutes. 2. Stir in remaining broth, mushrooms, corn, chili powder, and black pepper. Bring to a boil, reduce heat, and simmer until corn is tender, about 15 minutes. Stir in cilantro. 3. Transfer to individual bowls and serve.
