Add onion and bell pepper and saute 3 minutes. Add potatoes and cook 10 minutes, stirring frequently. Add tomato, vinegar, and vermouth and reduce heat to low. Add remaining ingredients and simmer 5 minutes, stirring occasionally, or until potatoes are tender.
