Place the unbleached flour, soy flour, sugar, lemon rind, baking powder, and baking soda in a medium-size mixing bowl. Stir with a wire whisk until thoroughly combined. Place the lemon juice, rice syrup, vanilla extract, and lemon extract in an electric blender. Grind the flaxseed in an electric coffee grinder 1/3 cup at a time and pour into the blender. Blend until the mixture bubbles. Pour the liquid mixture into the dry ingredients. Stir until combined. Spoon 2-tablespoon-size mounds of cookie batter onto a well-oiled cookie sheet.
