I love Thai food, but don't usually have all the necessary ingredients on hand. In a food processor or blender, puree all the ingredients with enough water to loosen the mixture. Work the peanut and red chili pastes into the coconut milk until smooth, then heat in a small saucepan until boiling. Turn off the heat and stir in the scallions.
