They can use a safety knife--like the one Pampered Chef sells- -to cut veggies. The can feed fruits and veggies into the juicer or push buttons on the blender. They can stir and pour ingredients into bowls. Using measuring cups with kids can be a good lesson in fractions. Kids can knead dough and make fun shapes, get some small cookie cutters and the kids can cut food into fun shapes. They used the knives from their play kitchen -- both plastic and wooden -- which meant anything they *could* cut, was safe to cut. You'd be surprised how much can be cut with a non-metallic blade.
