Grease two 8" cake pans. Combine flour, salt, baking powder and cream of tartar. Cut in shortening until the mixture resembles coarse meal. Add milk and stir just until the dough forms a ball around fork. Turn dough onto lightly floured board and knead 14 times. Pat to 1/2"thickness. Cut into rounds with a 2" cookie cutter.
