Democrats leader Andrew Bartlett today introduced a bill into the Senate to create a National Animal Welfare Authority which would enforce national animal welfare standards. Senator Bartlett said the agency would police treatment of animals by farmers, exporters, vets, zoos and pet owners. He said the public was increasingly concerned about the treatment of animals. " Whilst animal welfare issues are often dismissed as fringe issues, the fact is, that, public outrage on issues of animal cruelty is one of the strongest public concerns whenever the reality comes to light, " Senator Bartlett told reporters. Senator Bartlett said the states and territories were failing to protect the welfare of animals. " Many of the state regimes are filled with loopholes, are not enforceable, and are inadequately resourced, " he said. Humane Society director Michael Kennedy agreed Australia needed a national approach to animal welfare. " We are one of the few western states that does not have a national welfare act, " Mr Kennedy told reporters. " Even the US employs such a law to good effect.
