And it's not the same bill at all, two distinct pieces of legislation, neither of which no one here likely wishes to see enacted into law. It it likely that some, but not all of the provisions of S425 will end up in HR 875, assuming that 875 is eventually passed and signed into law. But some of the provisions of 425 will likely remain distinct. This will occur, at the very least, so that different members of Congress can stake their respective claims that they have " done something about this " .
