The move comes a month after the board's advisory Animal Control and Welfare Commission recommended the supervisors ban what Mirkarimi called a " cruel and painful procedure. " It was also good for a little laughter at Tuesday's board meeting: somewhat unusually, he introduced the measure with a knock-knock joke about a cat who couldn't knock because it didn't have knuckles. If it's passed, it will be just in time: a state law signed this summer bars local municipalities from enacting their own laws like this.
