"We are not just managing fish. We are trying got protect ecosystems that we know will respond when we take away fishing pressure." It is too early to know how the marine reserves put in 2006 have worked, scientists say. But underwater surveys last year in the Channel Islands, where similar reserves were put in place in 2003, found 50 percent more rockfish, sheepshead, lingcod, spiny lobster and other species in the off-limits areas five years later.
