In a saucepan over medium-high heat, combine vinegar, brown sugar, butter, water, salt, celery seed, and pepper. Bring mixture to a boil, reduce heat, and simmer for 1 minute until butter is melted and sugar is dissolved. Pour over cabbage mixture in slow cooker.
