I prefer to cook them in skin and peel them afterwards. Slice the potatoes. Meanwhile boil up the broth with half the vinegar. Put potatoes and vinegar/broth mixture in a bowl and let sit for 30 minutes. Drain the potatoes and mix the remaining ingredients together. Hot, room temperature, or cold.
