Allison, good for you and your big heart! Have you thought about

clicker training her? The folks at www.clickersolutions can help

you with this problem (you can join their list after reading their

web page -- it's the BEST list, you will LOVE it -- but join in

Digest format or NOMAIL because it's very popular). I bred and

showed dogs for 14 years -- and I've housebroken a LOT of dogs. I

would tie her to my waist by looping a 6' leash over my belt, put a

clicker in one pocket, and treats in the other, and within a few

days she would be housebroken, no muss, no fuss, no yelling, no

punishment -- just lots of praise, cheering, clicks and treats for

doing the right thing. Good luck with her whatever you decide!
