Mexico does buy unregistered and banned (in the U.S.) pesticides from

the U.S. and then exports their produce back to the U.S. The following

article talks about the consequences of pesticide use:

" OBREGON, Mexico - Yaqui from Sonora, Mexico, are seeing an increase

in birth defects, while young people are dying from cancer after working

without protective clothing with pesticides in agricultural fields near their

villages. "

See http://www.indiancountry.com/content.cfm?id=1096412487 for the

whole story.

Also, read http://www.american.edu/TED/mexpest.htm for more

information.
