What your landlord has done is grandfather in those who have dogs already since he probably has some type of clause or notation in their contracts that allowed them to have those dogs. Since you do not already have a dog it would be difficult to " force " the landlord to allow you to get one unless there was/is a clause or notation in your contract about having animals. If there is you can get one but you run the risk of alienating your landlord and if you are on a year to year contract he has the right not to renew. You may be best to do as Fraggle stated and talk to him. Tell him you have already adopted one but it was not ready to come home, etc. (in training, getting fixed or whatever) and now you have learned about the change in policy and try to work out a solution.
