If there was a way that one could selectively choose to benefit only vegans from blood donations, which is not the case, perhaps not giving blood to meat-eaters is justifiable. However, vegans need blood and organs too, so perhaps it would be nice for them to at least have the possibility (however remote) to chance upon donations from a fellow vegan. But even if one isn't giving blood solely for the chance that a fellow vegan may benefit from it, even meat-eaters are sentient beings that perhaps should receive some of our compassion (in some circumstances). Many meat-eaters really are unaware of the ethical issues involved with the meat they eat (factory farming, etc.), so perhaps there are better (more direct) ways of attacking meat-eaters than denying them blood. After all, if all vegans choose not to donate blood, who is the wiser for it - no message has been conveyed to anyone. If one really hates meat-eaters, then a deliberate violent act that clearly conveys a specific vegan message is likely a more effective tactic than refraining from blood donations. For those who really hate meat-eaters, but also really hate all violence (regardless of how deserving the recipients may be), I'm quite convinced that educating meat-eaters will have a more positive long-term effect on animals than simply denying meat-eaters blood (without doing anything proactive to change things). We do, after all, look after predatory animals such as cats, owls etc when they need help. I'm never too old to learn.
