Add the onion, carrot, and bell pepper, cover, and cook until the onion is softened, about 5 minutes. Add the tomatoes, chili powder, salt, and pepper. Stir in the tequila, lime juice, water, and pinto beans. Bring to a boil, lower the heat, and simmer 30 minutes, stirring occasionally. Serve garnished with the scallions and parsley.
