Lightly oil a shallow baking dish or spray with vegetable cooking spray. Cover the bottom with a layer of the potatoes, overlapping them slightly, then sprinkle a layer of onion on top. Repeat with alternating layers, ending with a layer of potatoes. In a small bowl, combine the soy milk, flour, salt & pepper, whisking until smooth. Pour the soy milk mixture over the potatoes and onion. Cover loosely with foil and bake 30 minutes. Remove the foil and bake 15 minutes longer, or until the vegetables are tender and the top is lightly browned.
