In a large, nonstick saute pan combine the soy sauce, brown sugar, and crushed red peppers. Stir to dissolve the sugar. Add the onions, garlic, and ginger and cook for 1 to 2 minutes. At this point add the snow peas, green onions, and lime zest. Toss, the cook for 1 to 2 minutes, or until the peas are tender and bright colored. Add the bean sprouts and tofu. Continue cooking and toss just until the bean sprouts are slightly wilted. Add the soba noodles and toss well. Add lime juice to taste and garnish with the cilantro.
