Discard water and add tea to pot. Pour boiling water over tea. Cover, and let brew for 5 to 7 minutes. Strain. Make a syrup of the sugar and water by bringing to a boil over high heat. Lower heat to medium and continue cooking for 3 minutes. Mix tea, syrup and lemon juice. Pour over ice. Garnish with mint sprigs.
