Cool slightly; peel and shred. Combine potatoes and next 4 ingredients. Coat a 10-inch nonstick skillet with cooking spray; place over medium heat until hot. Pack potato mixture firmly into skillet; cook 6 to 7 minutes or until bottom is browned. Invert potato patty onto a plate; return to skillet, cooked side up.
