Place rice in a bowl. Add water to cover and let sit for 10 minutes. Drain and rinse. 2. In a saucepan, combine rice and water. Stir in salt, cumin and bay leaf. Bring to a boil; reduce heat to low, cover and simmer for 30 minutes. Stir in peas and cook for 5 minutes longer. 3. Remove bay leaf. Fluff rice with a fork and serve hot.
