Add onions and bell peppers and cook about 5 minutes. Add whole tomatoes (with liquid), mashing tomatoes to break up, and cook an additional 5 minutes. Stir in the broth and taco seasoning and bring to a boil. Add the rice and salt; reduce heat to a simmer, and cook, covered, for 20 minutes.
